At the Executive Meeting of the IBA in Australia on July 18th, 2004 and after consultation and input from members, competitors, promoters, judges and officials it was decided that there would be one World Tour in 2005.

The success of the World Super Tour (WST) concept of events with waiting periods and held at heavy / extreme locations had been so well received that it has changed the mind set of many promoters, who are now looking for bigger waves and longer waiting periods for their events. It has also brought many great bodyboarders back into the competition arena.

It was felt however that the success in this area had created a division in other areas. It has been decided that to promote our sport in the best possible light and to promote it at the highest possible level we needed to provide a package that encompassed the entire element required to make a successful World Tour.

Over the past 2 months the executive of the IBA have been working hard to put into place new requirements and safety nets for all concerned so that we do not have a repeat of the cancelled and non events of 2004. We have also been working on a new membership scale and better deal for World Tour Top 20 riders. As well, there have been some changes in the portfolio of some of the executive.

EXECUTIVE 2005

Because of a lack of sufficient funds and the priority of having the Maui event as the last WST event, it was decided by the executive not to hold the AGM in HAWAII. This means that the current executive members will carry over their positions until the next AGM.

As you should all be aware, there is no separate WST this year and only one WORLD TOUR. It is decided that the most cost effective way and place for the IBA to hold the next AGM will be in Australia on Saturday 9th JULY during the Australian World Tour event, the Cronulla Shark Island Challenge. A General Meeting will be held in Sintra in August where any IBA executive members present will be able to answer any queries or questions.


At his request, Mark Fordham has taken on the role of Media Director and Special Events and passed on the management of the new World Tour to Derek Hulme. Mark has done this in a bid to avoid any confusion amongst competitors or promoters.

The rest of the Executive has remained the same and all male riders are urged to contact their rider representatives on the Executive, Mike Stewart and Guilherme Tamega, if they have queries or concerns.

REGIONAL and INTERNATIONAL WORLD TOUR EVENT SEEDING

As from January 1st 2005 all new Regional World Tour sanctioned events must give the top 20 ranked IBA WT riders, top seeds. Already established regional WT events (events that ran in 2004) MUST phase in this rule throughout 2005 as it will become mandatory as of January 1st 2006." The IBA would like to encourage Regions to encompass this rule into their Regional Domestic Tours as well.

At all International World Tour events the IBA WT top 20 MUST receive the top 20 seeds or be already seeded into the Main event.

MEMBERSHIP FEES

To hold your top 20 seeding throughout 2005 you will be required to pay an increased membership fee. Membership for the TOP 20 will be set at US$500 for 2005. A discount of US$100 will apply if this membership is paid before April
15th 2005, otherwise the full amount of US$500 will be payable before 30th June 2005 OR the first International World Tour event if this takes place prior to the 30th June 2005.By paying this membership you are guaranteed the top seeding at all International IBA Events held in 2005.

In the event that a top 16 WST rider does not wish to secure his place in the top 20 for 2005, then his place will be taken by the next remainder WST rider and he will take that riders position. In the event that a top 4 WQT rider does not wish to secure his place in the top 20 for 2005, then his place will be taken by the next remainder WQT rider and he will take that riders position.

Other Membership Fees

Riders outside the top 20 who want IBA World Tour ranking points and prize money will be required to pay membership of US$60.00 per region or a one off up front payment of US$150.00. This up front, one off payment must be made by April 15th, 2005.

Riders only wanting to compete in 1 International WT event will be required to pay membership of US$25.00. Those wishing to do this will receive prize money but NO ranking points and the event MUST be in their own region.

Men's World Tour (WT)


There will be one men's tour in 2005 (World Tour). The minimum prize money for International WT events will be US$15,000.00.

1.1 Points per Event
Points will be based on the following scale, these being the points for 1st Place:
1(a) 1,000 points (B) Base event with US$15,000 prize money
1(b) 1,100 points (BW) Base event with minimum 10 day waiting period
1(c) 1,250 points (BV) Base event with no waiting period but with critical/extreme venue.
1(d) 1,500 points (BWV) Base event with minimum waiting period & critical/extreme wave venue.
1(e) All categories (B) (BW) (BV) (BWV) will receive an additional 50 points for every additional US$5,000 in prize money. This will be capped at (B) 1250 points, (BW) 1350 points (BV) 1500 points and (BWV) 1750 points.
EXAMPLE: Sintra with US$40,000 prize money would receive 1250 points. SIC with US$35,000 prize money would receive 1700 points.

2.1 How many Count

Your final World Tour points can be a combination of both Regional and International events. But, the number of events that count will be based on the number of International events held per year.
International events for 2005 will be capped at 8 events.

Number of events that count will be:
5 from 8
4 from 7
4 from 6
3 from 5
3 from 4

If there are only 3 International events held then your best 3 results will count and 2 of these MUST be International events.

If there are only 2 International events then your best 3 results will count ie: 2 X International WT and 1 X Regional WT.

4.1 Formats

Formats as per Rule Book with the inclusion of:

1(a) At a World Tour event the top 20 seeded riders present will already qualify into the Main event. Any vacancy in the top 20 will be offered to the next seeded rider at an increased fee. Any vacancy left in the top 20 after that will be filled from the trials.

1(b) The seeding for all World Tour events EXCEPT (BWV) events will be: Top 20 seeded riders (as per 4.1(a)) followed by 2 local Wild Cards followed by 2 Sponsors wild cards followed by 8 or more from the trials. Total 32

1(c) The seeding for a World Tour (BWV) event will be: Top 20 seeded riders (as per 4.1(a)) followed by 4 local wild cards followed by 2 sponsors wild cards followed by 6 or more from the trials. Total 32

It is hoped that this will encourage promoters to hold events in extreme/critical wave locations with waiting period.

Regional WT Events
Points and Prize Money for Regional WT events will remain the same as 2004.

Drop Knee Tour
The IBA will also be looking to re-invent the Drop Knee World Tour.

Entry to all World Tour events will be open to all as per the Rule Book

SANCTIONING REQUIREMENTS

A sanction fee of US$1,000 for men’s World Tour events and US$500 for Women’s World Tour events is required for the rights to hold an IBA International World Tour event.

Sanction fee to be paid in the following manner.

Half of the sanction fee is paid by the 31st December each year; this will guarantee the inclusion of the event onto the coming year’s calendar. The other half is paid 2 calendar months before the contest commencement date. Sanction fees are non refundable.

It is the responsibility of the contest organiser to provide return air travel, 1 x IBA Head Judge and 2 x International Judges. The 2x International judges should be of different nationality to the host country and preferably of different nationality. The remainder of the panel will be made up of local recognised judges. It is also the responsibility of the contest organiser to have a designated Technical Director and it is the contest organisers’ responsibility to get them to and from the contest. A local Technical Director can be used with prior approval from the IBA executive.

Proof of ticketing of air travel will be required 2 calendar months prior to contest date. Also at this time (2- months prior to commencement) a bond of US$2,000 will be deposited into the official IBA account, at the commencement of the contest this bond will either be refunded in full to the organisers OR used to pay contest officials on behalf of the organiser.

If for any reason the event is cancelled after this 2-month period then the bond of US$2,000 will be forfeited.

The contest organiser MUST follow the rules, standards and conditions for events as set out by the IBA.

Any request for changes to these Sanctioning requirements MUST be made in writing to the IBA Executive no later than 4 months prior to the event commencement date.

We believe that the new World Tour will be received favourable and positively by all concerned and will give us the perspective and unity needed to move our sport forward.
